Last year it paid into general Revenues $80,000 over and above working expenses; in the last eleven years after extinguishing a deficit a surplus of $350,000 has been handed to the Treasury.

9. I beg to invite special attention to paragraph 8 "et seq." of enclosure (1) The Department is new; I have created it. The Staff is more than double; the work and its importance enhanced in far greater ratio than the increases sanctioned; as the revenue is far in excess of Departmental needs.

Having thus set out fully the facts in support of this application I have now only to apologize for the length of this letter and to earnestly ask that, taking all these facts into consideration, the Right Honourable the Secretary of State may be pleased to place my office in the same category as regards rank and emoluments as those offices whose ranks and emoluments he has set forth in paragraph 4 of his Despatch Hong Kong No.280 of the 8th December 1899, respectfully.
